What is total permanent disablement (TPD) insurance and how does it work?

Total permanent disablement cover provides a non-taxable lump sum payment if a total or partial permanent disability prevents you from going back to your occupation. Your occupation can be:

  • your work (employed or self-employed)
  • your business
  • being a student, or
  • performing unpaid household duties.

Depending on your policy, your TPD plan may include additional built-in or optional benefits, such as:

  • Reimbursements for professional financial and legal advice on how best to use your TPD claim
  • Payments for psychologist or psychiatrist consultations
  • Reimbursements of costs incurred to go back to New Zealand if you suffer a complete disability while living overseas
  • Support for your companion’s accommodation and transportation expenses if you need to go to another region for medical assessment or treatment.

What is considered a total and permanent disability?

The definition of total permanent disability depends on the type of TPD cover you have.

  • Own occupation: You’re unable to do your pre-disability occupation due to an illness or injury. You’ll receive a payout even if you still have the capacity to work in a different occupation.
  • Any occupation: An illness or injury prevents you from resuming your pre-disability occupation or any job that’s appropriate for your work experience or education.
  • For both own occupation and any occupation TPD cover: You’re diagnosed with a condition that prevents you from working ever again. Some of these conditions include Alzheimer’s disease, dementia, motor neurone disease, multiple sclerosis, Parkinson’s disease, paralysis, major head trauma, and severe rheumatoid arthritis. Check the insurer’s policy for a complete list of these conditions.
  • Modified TPD/Non-occupational cover: Some insurers offer this cover for homemakers, stay-at-home parents, and other individuals who are not in paid employment or not eligible for own occupation or any occupation cover.

Depending on your plan, modified TPD/non-occupational cover will provide a lump sum under the following circumstances:

  • Homemakers’ permanent disability prevents them from resuming their full-time household duties
  • Loss of limbs
  • Blindness
  • Permanent cognitive impairment
  • Inability to perform at least two activities of daily living (bathing, eating and drinking, dressing, ambulation/walking, and toileting) without physical support from another person.

Waiting period

Most TPD policies include a waiting period (or stand-down period). This means you must be continuously incapacitated and unable to work for a set time before your benefit can be paid.

In many cases, this is around three months, although the exact terms depend on the policy. Some TPD plans allow a shorter or waived waiting period for certain permanent conditions.

What are my options for getting disability insurance in New Zealand?

1. Accelerated TPD cover

This option links disablement cover to your life insurance policy, meaning if you make a TPD claim, your life cover is reduced by your TPD claim amount.

Pro: You are covered for permanent disablement as well as terminal illness and death. If you pass away, your loved ones will receive a lump sum benefit. This is especially important if you are the primary earner, have dependants, or significant financial commitments.

Con: Your loved ones will receive a lower life insurance payout if you pass away after you’ve made a TPD insurance claim.

TIP: If you want to be able to reinstate your life cover in case of a TPD claim, consider adding a life cover buy-back to your policy.

2. Standalone TPD cover

This is a dedicated policy that provides a lump sum payout if you meet your insurer’s criteria for total or partial permanent disability based on your type of TPD cover (own or any occupation, or modified TPD).

Pro: If you have life insurance, this TPD payout does not affect the life cover amount your family can receive if you pass away.

Con: Standalone TPD cover does not pay out on death. If providing a significant lump sum to your loved ones when you die is important, you’ll need a separate life insurance policy alongside it.

3. Trauma insurance with optional TPD cover

Several trauma (critical illness) insurance plans let you add a TPD cover, so you can receive the sum insured if you become totally and permanently disabled.

  • Pro: It combines protection for critical illnesses and injuries and total permanent disability, often at a lower overall premium.
  • Con: A TPD claim may use up your trauma cover, leaving you without protection for future serious illnesses.

Who needs disability insurance?

TPD insurance may be worth considering if you:

  • don’t have enough savings or emergency funds to cover years without work
  • have a partner, children, or ageing parents who rely on you
  • work in a physically demanding or high‑risk role
  • don’t have other cover that would help pay for medical costs and replace lost income if you can no longer work in your occupation or any occupation

Why is disability insurance important?

1. Disabilities can happen to anyone at any age.

  • In 2023, about 17% of New Zealanders were disabled. (Stats NZ)
  • The disability rate for adults aged 15-44 was 12%, and for those aged 45-64, it was 17%. (Stats NZ)
  • Over 9,500 Kiwis experience stroke each year. It is among the most common causes of death and severe disability in adults. Around 25% of victims are under 65 years old. (Health New Zealand; Neurological Foundation)
  • Claims data from some insurers reveal that significant TPD claims were paid to those in their 40s and 50s.

2. Having a disability can impact your employment and income

  • In the June 2025 quarter, the unemployment rate for disabled people aged 15-64 was 14.1%, nearly three times that of those without disabilities (5.2%). (Stats NZ)
  • In the June 2025 quarter, the median weekly income of disabled individuals ($526) was 45% lower than that of non-disabled people ($1,151). (Whaikaha - Ministry of Disabled People).

  • Some conditions may require long-term care, ongoing medications, home or vehicle modifications, or specialised equipment, adding financial pressure on you and your family. Your spouse may also have to take unpaid leave or work reduced hours to care for you.

With TPD insurance, you can use your lump sum benefit to cover your medical costs, household expenses, or pay a carer for several months or years. You can also use it to start a business or retrain to switch occupations.

4. It augments publicly-funded benefits

The government has several programmes and benefits for those who have a disability, including:

  • The Accident Compensation Corporation (ACC) for accidents and work-related injuries
  • Disability allowances for those with ongoing disability-related costs
  • Jobseeker support for those who can’t look for work due to a health condition, injury, or disability
  • New Zealand’s public healthcare system, which covers treatment for chronic conditions.

However, these options have limitations.

  • Disability-related benefits have specific qualifications and caps and may not be enough to cover your expenses and maintain your family’s lifestyle. For instance, ACC won’t cover illnesses like a heart attack, stroke, or cancer. If an illness leaves you permanently disabled and unable to work, ACC offers no financial support.
  • While the public health system is free, thousands of patients face lengthy waiting lists to see a specialist, have diagnostic tests, or get elective treatment. While private medical care is available, it isn’t cheap.

Having disability insurance means you are not reliant on what the New Zealand government can provide. You can use your TPD benefit to cover any financial shortfall or pay for private healthcare, protecting your family from borrowing funds, defaulting on debt repayments, or being pushed into poverty.

Partial Permanent Disablement Benefit

  • If you need to travel long distances for treatment and need a support person to go with you, some insurers may cover your support person’s transportation and accommodation expenses.

Return to Home Benefit

  • If you become permanently disabled while living in another country, some insurers will cover the cost of your transportation back to New Zealand.

Special Events Increase Benefit

  • You can increase your sum insured without additional medical assessment following significant events, such as marriage, having a child, buying a property, or getting a pay rise.

Life Cover Buy-back (built-in or optional)

  • If you claim on an accelerated TPD cover, you can restore or “buy back” your original life cover amount within a specific period.

Suspension of Cover Benefit

  • You can request to have your cover suspended for a specific period due to circumstances listed in your policy. Depending on your plan, this may include taking parental or unpaid leave, redundancy, unemployment, bankruptcy, a significant pay reduction or drop in revenue, tertiary studies, and overseas travel. Note that you won’t receive benefits on claim events that happen while your cover is suspended.

Waiver of Premium (optional)

  • If you suffer an illness or injury-related disability, your insurer will waive your premium payments. Your policy remains in force.

Kids Cover (optional)

  • Children or grandchildren listed under the Kids Cover may receive free trauma cover, with an option to increase the sum insured for a small additional premium. A lump sum is paid if the insured child suffers a covered serious medical condition or surgical procedure.

The expiry age varies across insurers. Some TPD products expire when you reach 65 years old, while others will cover you until you turn 100. For occupational TPD covers that extend beyond retirement age, the definition of total permanent disability will change to a non-occupational one.

When should I apply for total permanent disability insurance?

There is no “right” or “perfect” time to apply for TPD cover. But be aware that if you wait until you’re older before getting TPD insurance, you may develop health issues that can result in an exclusion or a declined application.

Are there occupations which are excluded from TPD cover?

Yes. Some high-risk occupations are not eligible for cover. These include pilots, police, armed forces personnel, and firemen.

I have a pre-existing condition. Can I still get TPD insurance?

Having a pre-existing condition does not automatically disqualify you from getting TPD cover. Insurers will assess your condition before making a decision on your application.

How much will I pay for total permanent disability cover?

Will my premium stay the same or will it increase each year?

This depends on the premium payment type you selected:

  • Level term: Your premiums will stay the same until your policy ends.
  • Yearly renewable term (or stepped premiums): Your premium will increase each year.

What are my payment options?

Most insurers accept payments via direct debit, credit cards, and debit cards.

In terms of payment frequency, insurers have varying options, like weekly, fortnightly, monthly, quarterly, half-yearly, and annually.

Do insurers offer money-back guarantees?

Yes. Insurers usually offer a free-look period of 14 days or longer. If you cancel your policy within their designated free-look period, your insurer will refund all your premium payments.

What’s the maximum cover amount?

Some insurers offer a maximum sum insured amount of $2.5 million while others offer up to $5 million.

Is it possible to inflation-proof my cover?

Yes. Some insurers offer an optional inflation protection benefit. Inform your Policywise adviser that this is an option you’d like to explore so they can include this in your quote.

What’s the difference between a policy owner and a life assured?

The policy owner owns the policy and can make changes to it. He/she is also responsible for paying the premiums to keep the policy in force. Meanwhile, the life assured is the person covered by the policy.

For example, a parent may opt to get insurance cover for her child. The parent is the policy owner, while their child is the life assured.

Can I add total permanent disability cover to my life insurance policy?

Yes. You can opt to have your TPD cover added to your life cover. You can have it as:

  • A standalone benefit: Your TPD benefits are separate from your life cover and any TPD claims you file will not be deducted from your life insurance sum assured. 

Am I still covered if I travel or work abroad?

Yes, you remain covered even if you leave New Zealand for work, travel, studies, or any other reason.

Am I allowed to increase my cover after I’ve taken out my policy?

Yes, and you have several options for increasing your sum insured. You can use your policy’s:

  • Special events facility: You can increase your cover without providing additional medical information if you:
    • Get married or enter a civil union
    • Get divorced
    • Have a child
    • Adopt a child
    • Stop working to provide full-time care to a relative
    • Other special events as determined by your insurer.
  • Future insurability benefit: Some insurers allow you to increase your cover by a certain percentage every few years.

Can TPD policies change owners?

Yes, as long as the current and new policy owners agree to this change of ownership.

Can I reduce my TPD cover amount after taking out my policy?

Yes, you can reduce your cover if your obligations and circumstances have changed.

Can I suspend my cover if I lose my job or have to stop working?

Under special circumstances, some insurers allow you to put your TPD cover on hold for a period of time. These circumstances include travelling or studying abroad, being made redundant, and bankruptcy.

Note that if you suspend your cover, you cannot claim any benefits during the suspension period. 

What happens if I can’t pay my premiums on time?

Many insurers provide a grace period, giving you time to update your payments. Your cover remains in force during the grace period. However, if you fail to pay within the allotted time, the insurer may opt to cancel your policy.

Can I cancel my TPD cover anytime?

Yes, you can cancel your TPD cover anytime. However, we strongly recommend keeping it for your own and your family’s protection. You can also talk with a Policywise adviser to discuss how this decision may potentially impact your financial plans and explore your options.

How do I file a total permanent disability claim?

You can file a claim directly to your insurer. If you’re a Policywise client, you can opt to file your claim through us and we will contact your insurer for you. We’re here to assist you throughout the entire claims process.

How are total permanent disability benefits paid out?

If you can no longer work due to a permanent disability, your insurer will issue a lump sum payment.

Some benefits, such as financial and legal advice costs, will be reimbursed by your insurer.

Will TPD insurance provide a regular income if a permanent disability prevents me from going back to work?

No. TPD insurance will only provide a one-time lump sum benefit.

What can prevent a claim?

Insurers won’t pay a benefit if the life insured’s disability is caused directly or indirectly by deliberate self-harm or participation in criminal activity, or if the life insured dies within the waiting period (usually three months after being totally disabled). 

Is the total permanent disability insurance payout taxable?

No. The lump sum total permanent disability payout is tax-free.
